LIFT AND SHIFT" MULTI DEPARTMENT REORGANIZATION PROJECT FOR DHCS

C&G partnered with Trinity Technology Group (TTG) to transition all Medi-Cal related Applications and Business Functions from the Department of Mental Health (DMH) and Department of Alcohol and Drug Program (ADP) to California's Department of Health Care Services (DHCS). C&G was responsible for the analysis, design and execution of the migration plan. Ten critical automated accounting and claims processing systems, of varying technologies were migrated from COBOL to .NET, to a new data center. C&G successfully transitioned all of these behavioral health systems within six months, without interruption of business, by the midyear mandated deadline.

MEDI-CAL MANAGED CARE 834 ENROLLMENT SYSTEM (CAPMAN)

C&G, in partnership with Trinity Technology Group, was engaged with DHCS Office of HIPAA Compliance to design, develop, and implement the most current version of the 834 Enrollment System which prepares HIPAA compliant 50 I 0 X.l2 834 benefit enrollment and maintenance notification for the health care plans that provide capitated managed health care to millions of Medi-Cal beneficiaries. The scope of this project included implementing a new 50 l 0 compliant 834 system, performing trading partner testing, transferring knowledge to State staff, and providing scheduled and unscheduled application maintenance. This system was accepted and in place ahead of the Federally Mandated deadline. This project then moved into an ongoing Maintenance and Operations phase where C&G worked as part of an integrated team with DHCS staff to address production issues and implement system enhancements.

THE BAY AREA AIR QUALITY MANAGEMENT DISTRICT (BAAMQD)

is at the forefront of air quality improvement by pioneering new strategies to achieve healthy air and protect the climate. BAAQMD contracts C&G to provide the Quality Assurance services for the Air Quality Permitting and Compliance application that provide guidance around their automation strategies. C&G works with business analysts to ensure business requirements are adequate, then leads peer reviews of test plans and test cases, identifying risks and preparing migration plans, developing test plans and test data strategy, evaluating and recommending process and technical changes for the District's partner organizations. C&G daily updates test cases, test sets and defects, then engages the application development team in defect resolution.

INTERNET BASED CALIFORNIA UTILITY ALLOWANCE CALCULATOR (CUAC)

California's Energy Commission's High Performance Buildings and Standards Development Office contracted C&G to provide database web application services to analyze, document and develop the Internet Based California Utility Allowance Calculator (CUAC) application for use in low cost housing cost analysis.  C&G's development team upgraded and developed the Administrative Web Site for maintaining memberships and update Energy Cost and Tax Rate Tables, as well as converted the interface to a public membership Web Application.

GRANT DELIVERY SYSTEM (GDS)

C&G is providing IT Consulting Services to assess, build, enhance, maintain and schedule tasks of the California Student Aid Commission (CSAC) Grant Delivery System (GDS). CSAC internal users, students and campuses use GDS to collect student data, verify eligibility, and process awards and payments based on existing rules and processes. GDS primarily utilizes .NET environment and other tools with an Oracle database, and PL/SQL stored procedures in conjunction with many older technologies that are maintained and updated.

THE HEALTH EXCHANGE & MEDI-CAL INTERFACE (HEMI)

DHCS contracted C&G to have CalHEERS-SAWS-MEDS interface a collection of web and batch services that exchange data between the three systems. The interface enables access to the MAGI Medi-Cal and Exchange Program eligibility rules that are contained within CalHEERS, and facilitates a unified case view of the data between CalHEERS and SAWS. The transactions defined herein, facilitate the business functions required by the Health Exchange, and the implementation of the Affordable Care Act (ACA). C&G Managed and oversaw the implementation of multiple projects for the client and successfully contributed to the development of the technical design and implementation of these systems.

 

CONFIGURATION MANAGEMENT DATABASE INTEGRATION (CMDI)

C&G is providing configuration, implementation and deployment of the Remedy 8.1 Asset Management module, including the definition and setup of a Configuration Management Database (CMDB). CMDB optimizes its asset base, improves decision making processes, implements best practices for procurement, streamlines other asset management processes, and ultimately lowers the cost of technology investments while minimizing security risks and vulnerability of mission critical applications. C&G designs, develops, tests and deploys CMDB applications specific to customer requirements utilizing DHCS's ITIL v3 principles and good practices
